“Commercialization Support” Programme Project Update: Industrial Design Development of a Geospatial Data Processing Platform

Within the framework of the LIAA measure “Support for the Improvement of the Technology Transfer System”, SIA “Jāņa sēta”, in cooperation with the Investment and Development Agency of Latvia (LIAA), is participating in the “Commercialization Support” programme by developing the industrial design of a new product — a geospatial data processing platform. As part of the programme, the product brand is being developed alongside technical improvements that significantly enhance the potential for commercializing the prototype of the developed technical solution. The resulting brand and technical solution will strengthen the solution’s competitiveness in the global market. The project is scheduled for completion in January 2027.

Project “Information and Communication Technology Competence Centre for Digitalisation” – Updates for the Second Half of 2025

The ICT Competence Centre is implementing the project “Information and Communication Technology Competence Centre for Digitalisation”, No. 2.2.1.3.i.0/1/24/A/CFLA/006.

The objective of the project is to ensure access to funding for the digital transformation of businesses by the end of 2026, supporting the development of products, services, and technologies in the information and communication technology sector and thereby promoting the digital transformation of businesses. This includes the introduction of modern automation, robotics, and production control solutions, while attracting at least EUR 0.7 million in private co-financing for the implementation of innovations.

Currently, 11 research projects are being implemented under the project, with total support amounting to EUR 2,835,559.91. The private co-financing provided by the research project implementers amounts to EUR 1,762,662.00.

During the reporting period, regular meetings of scientific direction leaders and commission meetings were held to review and approve the progress of the implemented research projects and the individual results achieved.

SIA “Jāņa sēta” research project No. 1.5, “Development of a New Digital Cognitive Monitoring Tool for Geospatial Web Services to Ensure Service Continuity and Quality (GeoSense)”, was launched in January 2025.

During the second half of 2025, the experimental development activities “Solution Implementation” and “Solution Validation in a Real-World Operating Environment” were carried out.

The research project has been successfully completed.

The project resulted in the development of a new digital monitoring tool for geospatial web services compliant with Open Geospatial Consortium (OGC) standards — GeoSense — in the form of an open and modularly extensible system. The system integrates algorithms for assessing the overall operational performance of client systems, as well as a specialized machine-learning model capable of evaluating differences at various levels between a defined reference image and the image actually returned by the service.

The developed solution enables comprehensive automated service quality assessment, both quantitatively and qualitatively.

Project “Recovery and Resilience Facility Support for Investments in Improving Business Processes: Administrative Processes, Namely, a Document Management System”

In 2025, SIA “Jāņa sēta” received Recovery and Resilience Facility support and made investments in improving the following business processes: administrative processes, specifically the document management system.

The functionality developed and implemented within the project includes:

1.1. Document management system;
1.2. Optimization of financial document workflows.

The amount of support granted for the implementation of eligible activities was EUR 9,999.00.

The support was granted in the form of a grant pursuant to Investment and Development Agency of Latvia (LIAA) Decision No. 9.2-17-N-2025/790 of 4 March 2025 approving the beneficiary’s application No. DIGI/2025/2499.

The support was provided under Investment 2.2.1.2.i “Support for Process Digitalisation in Business” within Reform and Investment Direction 2.2.1.r “Establishment of Full-Cycle Support for the Digital Transformation of Businesses with Regional Coverage” of Component 2 “Digital Transformation” of Latvia’s Recovery and Resilience Plan.

SIA “Jāņa sēta” implemented the research project “Development of a New Digital Cognitive Monitoring Tool for Geospatial Web Services to Ensure Service Continuity and Quality (GeoSense)”.

From 1 January 2025 to 31 March 2025, work continued on Industrial Research Activity 1, “Definition of Solution Requirements and Architecture Development”. An interim deliverable was prepared, including an in-depth assessment of the existing situation and a compilation of functional and non-functional requirements. Available data and data sources to be used in further research were also identified.

SIA “Jāņa sēta” and the external scientific institution Riga Technical University (RTU) were involved in developing the solution requirements.

Activity 2 of the project, “Development of Algorithms and the Model to Be Used in the Solution”, was also launched.

The project was implemented within the scientific direction “Business Process Analysis Technologies” of the ICT Competence Centre project “Information and Communication Technology Competence Centre for Digitalisation”.

Project “Development of a Data-Driven Mobility Planning Tool”

SIA “Jāņa sēta”, together with its project partner SIA “Vividly Urban Solutions”, implemented the project “Development of a Data-Driven Mobility Planning Tool”. The project resulted in the development of a prototype of a geospatial analysis-based tool designed to help municipalities and other stakeholders make informed decisions when planning investments and allocating other resources to improve the living environment, taking into account trends in population structure.

Kuldīga was selected as the pilot area. Together with representatives of the municipality, the existing situation was analyzed and the most pressing challenges were identified.

Project implementation period: 21 November 2022 – 20 February 2024.

The project was implemented under the small-scale grant scheme “Development of Technologies Supporting Quality of Life”, established pursuant to Section 5.3 of Cabinet Regulation No. 4 of 7 January 2021 “Regulations for the Implementation of the Programme ‘Business Development, Innovation and SMEs’ of the Norwegian Financial Mechanism 2014–2021”.

Project “Development of the Back-End for a Multimodal Mobility Planning and Efficiency Assessment Tool”

Project No. VP-PI-2021/56, “Development of the Back-End for a Multimodal Mobility Planning and Efficiency Assessment Tool”, was implemented under Measure 1.2.1.2 “Support for Improving the Technology Transfer System” of Specific Support Objective 1.2.1 “Increase Private Sector Investment in R&D” of the Operational Programme “Growth and Employment”.

The project involved experimental development activities aimed at creating a multimodal mobility planning and efficiency assessment tool incorporating real-time data analysis and data enrichment functionality. The solution is intended to support more efficient planning and modelling of territories and transport systems.

Project implementation period: 6 May 2021 – 7 February 2022.

Project “Geoname Translator for Maps”

SIA “Jāņa sēta” (Latvia) and Regio OÜ (Estonia) implemented the project “Geoname Translator for Maps” (Est-Lat112).

The project was implemented under the Estonia–Latvia (EST-LAT) Cross-Border Cooperation Programme, within the thematic objective “Enhancing the Competitiveness of SMEs” and the priority axis “Active and Attractive Business Environment”.

Project “Baltic Geodata Marketplace”

SIA “Jāņa sēta” (Latvia) and Reach-U Ltd. (Estonia) implemented the project “Baltic Geodata Marketplace” (Est-Lat29).

The project was implemented under the Estonia–Latvia (EST-LAT) Cross-Border Cooperation Programme, within the thematic objective “Enhancing the Competitiveness of SMEs” and the priority axis “Active and Attractive Business Environment”.

Project “International Competitiveness Promotion”

On 25 April 2016, SIA “Jāņa sēta” entered into Agreement No. SKV-L-2016/119 with the Investment and Development Agency of Latvia (LIAA) for the implementation of the project “International Competitiveness Promotion” (Project No. 3.2.1.2/16/I/001).

The project was approved by the decision of the Central Finance and Contracting Agency (CFLA) of 19 February 2016 and implemented under Measure 3.2.1.2 “International Competitiveness Promotion” of Specific Support Objective 3.2.1 “Increase the Proportion of Exports of High Value-Added Products and Services” of the Operational Programme “Growth and Employment”.

The project was co-financed by the European Regional Development Fund (ERDF).

The Latvian Information and Communications Technology Association implemented the European Union Structural Funds project “Training of ICT Professionals to Promote Innovation and Industry Development” (Project No. 1.2.2.1/16/A/003) under Programme 1.2.2.1 “Support for Employee Training”.

A cooperation agreement for the implementation of the EU-funded project was concluded under Agreement No. ERAF/16/63.
